A municipality, or a supervising agency thereunder, may require the payment of charges by an owner in consideration for financing, regulation, supervision and audit of loans and grants made pursuant to the provisions of this chapter. Such charges shall be paid into the treasury of the municipality requiring the charges and shall be paid and deposited in the general fund of any such municipality.
