The legislature hereby finds and declares that it is in the best interest of the state to authorize participation in programs created by the federal government pursuant to the national affordable housing act of 1990 and that it is the purpose of this article to coordinate activities aided under existing municipal, state and federal housing programs with other public and private actions in order to address the lack of adequate affordable housing in New York state.
