Every owner of a multiple dwelling, as defined in subdivision two of section two hundred thirty-nine-a of this chapter, which is located in a city with a population in excess of one million persons shall file with the department of housing preservation and development an instrument containing the name or names of the insurer issuing a fire, casualty and/or liability insurance policy for the multiple dwelling, the address of the insurance company and the policy number.
