The commissioner shall submit a comprehensive report to the governor, the president pro tem of the senate and the speaker of the assembly annually beginning March thirty-first, nineteen hundred ninety-seven, concerning the effectiveness of all financial, administrative and technical incentives and assistance provided by the state for the improvement of property tax administration and the commissioner's recommendations relating to such incentives and assistance.
