A final determination of the commissioner relating to county equalization rates established pursuant to this title may be reviewed by the supreme court in the manner provided by article seventy-eight of the civil practice law and rules upon application of an affected city or town. The issue in such a proceeding shall be that described in subdivision four of section seven thousand eight hundred three of the civil practice law and rules.
