Any railroad or other company hauling or permitting to be hauled on its line or lines any train in violation of any of the provisions of sections seventy-seven, seventy-seven-c, seventy-eight, seventy-nine, and eighty shall be liable to a fine of one hundred dollars for each and every violation. Such fine shall be imposed by the commissioner of transportation and deposited in the general fund of the state of New York. Imposition of any such fine shall be subject to judicial review under the provisions of article seventy-eight of the civil practice law and rules.
