* § 97-rrr. School tax relief fund. 1. There is hereby established in the joint custody of the comptroller and the commissioner of taxation and finance a special fund to be known as the school tax relief fund. 2. Such fund shall consist of all monies credited or transferred thereto from the general fund or from any other fund or sources pursuant to law. 3. The monies in such fund shall be appropriated for school property tax exemptions granted pursuant to the real property tax law and payable pursuant to section thirty-six hundred nine-e of the education law. 4. All payments from the fund shall be made on the audit and warrant of the comptroller on vouchers approved by the commissioner of the state education department. ** 5. Notwithstanding the provisions of section one hundred seventy-one-a of the tax law, as separately amended by chapters four hundred eighty-one and four hundred eighty-four of the laws of nineteen hundred eighty-one, and notwithstanding the provisions of chapter ninety-four of the laws of two thousand eleven, or any other provisions of law to the contrary, during the fiscal year beginning April first, two thousand twenty-four, the state comptroller is hereby
