The commissioner shall prepare or cause to be prepared for the submission to a session of the legislature a codification of the laws relating to the functions, powers and duties of the public service commission or the department of public service as amended, repealed or modified and other acts related thereto and such other measures as may be appropriate to effectuate the purposes of this article and such acts.
