In the manner hereinafter provided, the town board of any town may establish or extend in such town a water storage and distribution district for the purpose of acquiring or developing a supply of water for sale to water and water supply districts within the water storage and distribution district for redistribution by them. A water storage and distribution district shall consist of water districts and water supply districts which need not be contiguous.
