The commissioner of motor vehicles shall have power to: 1. Formulate uniform highway safety programs and coordinate the efforts of all interested individuals and agencies engaged in safety-education. 2. Conduct a highway safety and driver training program, in conjunction with any interested public or private agencies, as an aid to the national defense.
