The commissioner of motor vehicles is hereby directed to establish, maintain and/or conduct experimental motor vehicle inspection stations, by contract or pursuant to an appropriation made therefor, for the purpose of making the inspection prescribed by article five of the vehicle and traffic law and for the purpose of issuing certificates of inspection.
