The schedule of fees charged by such an experimental motor vehicle inspection station for making the inspection required shall be subject to the approval of the commissioner, provided, however, that such fees shall provide sufficient revenue, either by themselves or when combined with any federal funds made available to the commissioner, to meet the total costs of the experimental motor vehicle inspection program herein established.
