1. No person operating an electric personal assistive mobility device shall attach such device, or himself or herself to any vehicle being operated upon a roadway.\n2. No vehicle operator shall knowingly permit any person to attach any electric personal assistive mobility device or himself or herself to such operator's vehicle in violation of subdivision one of this section.
