In addition to the other powers granted by this article, the town board of any town in the county of Suffolk with respect to highways outside of villages in such town, subject to the limitations imposed by section sixteen hundred eighty-four and subject to disapproval by the department of transportation may by ordinance, order, rule or regulation limit the parking time of vehicles in congested areas.
