Fees for rehabilitation services to disabled civil defense volunteers shall be paid out of the special fund in an amount approved by the chairman, and shall be the reasonable and necessary cost of such services, including services of a physician or rehabilitation facility specially qualified to render rehabilitation services. Expenses of rehabilitation may include travel, board and room, when necessary.
