This article shall be construed as a continuation of those parts of article two of chapter thirty-six of the laws of nineteen hundred nine, entitled 'An act relating to labor, constituting chapter thirty-one of the consolidated laws,' as amended by chapter fifty of the laws of nineteen hundred twenty-one, and acts amendatory thereof, in so far as it relates to the administration of the workmen's compensation law, and not as a new enactment.
