\nIt is the policy of the State of North Carolina in furtherance of its responsibility to protect the public health and safety:\n(1) To institute and maintain a program to permit development and utilization of sources of radiation for purposes consistent with the health and safety of the public; and\n(2) To prevent any associated harmful effects of radiation upon the public through the institution and maintenance of a regulatory program for all sources of radiation, providing for:\na. A single, effective system of regulation within the State;\nb. A system consonant insofar as possible with those of other states; and\nc. Compatibility with the standards and regulatory programs of the federal government for by-product, source and special nuclear materials. (1975, c. 718, s. 1.)
