\nIt shall be unlawful for any person to:\n(1) Carry on or conduct the business of a livestock dealer without a current valid license issued by the North Carolina Department of Agriculture and Consumer Services under the provisions of this Article;\n(2) Fail to keep the records required by G.S. 106-418.13.
