\n(a) Appropriations made under this Part by the General Assembly to the Department, together with grants of the federal government (when such grants are made available to the State) shall be used exclusively for assistance to needy persons eligible under this Part.\n(b) Allotments shall be made annually by the Department to the counties participating in the program established by this Part.\n(c) No allotment shall be used, either directly or indirectly, to replace county appropriations or expenditures.
