\nIt is declared to be in the interest of the public welfare of North Carolina that those engaged in 'coastal fisheries,' as defined in G.S. 113-129, shall be permitted and encouraged to act jointly and cooperatively for the purposes of promoting the common good, welfare, and advancement of their industry.
