\nA Commission is hereby established for the study of the problems relating to the care of the aged with especial reference to those failing mentally and the intellectually or physically handicapped of all ages and this Commission shall be known as 'the Commission for the Study of Problems of the Care of the Aged and Intellectually or Physically Handicapped.'
