\nState funds available to the Department of Health and Human Services shall pay fifty percent (50%), and the counties shall pay fifty percent (50%) of the authorized rates for care in adult care homes including area mental health agency-operated or contracted-group homes, special care units, and in-home living arrangements. The Department shall use the State's appropriation to the State-County Special Assistance program for this program and for rental assistance. Each county shall use county funds budgeted for the State-County Special Assistance program for this program and for rental assistance.
