\nThe State Board of Elections shall promulgate rules for the delegation of tasks among the election officials at each precinct. Those rules shall emphasize:\n(1) The need to place primary managerial responsibility upon the chief judge.\n(2) The need to have maximum multiparty participation in all duties where questions of partisan partiality might be raised.\n(3) The need to provide flexibility of management to the county board of elections and to the chief judge, in consideration of different abilities of officials, the different availability of officials, and the different needs of voters precinct by precinct.
