\n(a) A common carrier of passengers by motor vehicle operating under a certificate issued by the Commission may occasionally deviate from the routes over which it is authorized to operate under the certificate, under such general or special rules and regulations as the Commission may prescribe.\n(b) Repealed by Session Laws 1995, c. 523, s. 21.\n(c) In no event shall the operation of empty equipment by any carrier over any route or highway be construed as a violation of the rights of any carrier.
