Effective: March 20, 2015 Latest Legislation: Senate Bill 23 - 130th General Assembly A new birth record or foreign birth record, and any certified or exact copy of the new birth record or foreign birth record, when properly authenticated by a duly authorized person, shall be prima facie evidence in all courts and places of the facts stated in the new birth record or foreign birth record.
