Effective: February 28, 1991 Latest Legislation: House Bill 161 - 118th General Assembly A certificate of title issued as the result of any proceeding contemplated by section 5310.43 or 5310.44 of the Revised Code has the following effects:(A) Conclusive effect as to conveyances and encumbrances occurring before the effective date of the certificate;(B) No conclusive effect with regard to any conveyance or encumbrance occurring on or after the effective date of the certificate.
