All proposed ordinances of a municipality shall be considered at a public meeting of the council or board of trustees. A vote of a majority of all the members of the council or board of trustees shall be required for the final passage of an ordinance. Laws 1977, c. 256, § 14-102, eff. July 1, 1978.
