Any transferee or assignee of any such bonds, from a registered owner or holder thereof, shall be bound by any payments and discharges made prior to the registration of his transfer and in pursuance of the provisions hereof. Added by Laws 1978, c. 208, § 34, eff. Jan. 1, 1979.
