The Department of Environmental Quality shall design and implement a statewide general public education program on waste management by 1992 with particular emphasis on: 1. Recycling;2. Litter reduction;3. Waste reduction; and4. The management and disposal of hard to dispose of wastes.Any litter reduction program shall be developed by the Department in conjunction with the State Department of Transportation.Laws 1990, c. 217, § 5, eff.
