In addition to the terms defined by the Oklahoma Vehicle License and Registration Act, for the purposes of Sections 1 and 2 of this act: 1. 'Completed vehicle' means a multi-stage vehicle that does not require any additional manufacturing operations to perform its intended functions, except addition of readily attachable components or minor finishing operations;2. 'Final-stage manufacturer' means a person who performs manufacturing operations on an incomplete vehicle so that it becomes a completed vehicle;3. 'First-stage manufacturer' means a person who initially manufactures an incomplete vehicle;4. 'Incomplete vehicle' means an assemblage of power train, steering system, and braking system to the extent that those systems are to be a part of the completed vehicle and that requires additional manufacturing operations, except addition of readily attachable components or minor finishing operation, to become a completed vehicle;5. 'Minor finishing operations' includes painting, upholstering, or other cosmetic modifications;6. 'Multi-stage vehicle' means a vehicle that requires manufacturing operations, performed by separate manufacturers, to produce a completed vehicle;7. , upholstering, or other cosmetic modifications;6.
