As used in this act: 1. 'Birth defect' means any physical or chemical abnormality present at birth;2. 'Commissioner' means the Commissioner of Health;3. 'Department' means the Oklahoma State Department of Health;4. 'ICD diagnostic code categories' means the International Classification of Diseases which assigns numbers to each of the congenital anomalies and poor reproductive outcomes; and5.
