The section of State Highway 78 beginning just north of the intersection of State Highway 22 extending northwesterly to the eastern municipal limits of Milburn in Johnston County shall be designated as the 'USAF Capt. Nick Karpis Vietnam Veteran Memorial Highway'. The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the highway.
