Elementary school districts shall offer grades kindergarten through eight and are those which have not met the minimum standards for, and have not been designated as, independent school districts by the State Board of Education. On and after July 1, 1991, every place in the Oklahoma Statutes which refers to 'dependent school district' shall mean 'elementary school district'. Laws 1971, c. 281, § 5-103, eff.
