The provisions of this act shall not apply to notaries public, and shall not apply to officers or employees of the following agencies or institutions: the Grand River Dam Authority; the Oklahoma Turnpike Authority; or The Oklahoma State System of Higher Education. Laws 1953, p. 424, § 6.
