The Department of Consumer and Business Services, in collaboration with the State Mortuary and Cemetery Board, shall adopt rules relating to:\n(1) Minimum standards of care for the maintenance and operation of endowment care cemeteries; and\n(2) The ability of the public to access the premises of endowment care cemeteries.
