A person may not, in connection with operating an endowment care cemetery:\n(1) Employ any device, scheme or artifice to defraud;\n(2) Knowingly make any untrue statement of a material fact or omit stating a material fact necessary in order to make the statements made, in light of the circumstances under which the statements are made, not misleading;\n(3) Engage in an act, practice or course of business that operates or would operate as a fraud or deceit upon any person; or\n(4) Make or file, or cause to be made or filed, to or with the Director of the Department of Consumer and Business Services, a statement, report or document that is known to be false in any material respect or matter.
