The Superintendent of State Police shall:\n(1) Appoint a state police force to be known as the Oregon State Police, consisting of commissioned officers, noncommissioned officers and troopers;\n(2) Arrange for the examination and enlistment of applicants to the state police; and\n(3) Establish ranks or grades in the state police.
