(1) As used in this section:\n(a) 'Noncitizen' means an individual who is not a citizen or national of the United States.\n(b) 'State agency' means any state officer, board, commission, department, division, institution, branch or agency of the state government.\n(2) A state agency shall use the term 'noncitizen' to reference an individual who is not a citizen or national of the United States when promulgating a rule or regulation that references an individual who is not a citizen or national of the United States.
