The Department of Transportation and the Department of Land Conservation and Development, after consultation with and in cooperation with other state agencies, shall:\n(1) Educate the public about the need to reduce greenhouse gas emissions from motor vehicles with a gross vehicle weight rating of 10,000 pounds or less; and\n(2) Educate the public about the costs and benefits of reducing greenhouse gas emissions.
