Existing uses and facilities in all state parks on July 25, 1997, shall be allowed to continue. The following uses and activities shall be approved by a local government subject only to clear and objective siting criteria, which criteria, either individually or cumulatively, shall not prohibit the use or activity of:\n(1) The repair and renovation of existing facilities;\n(2) The replacement of existing facilities and services, including minor location changes; and\n(3) The minor expansion of existing uses and facilities.
