(1) As used in ORS 226.320 to 226.400, 'city' means any incorporated city having 5,000 inhabitants or more.\n(2) The taking, using, acquiring and appropriating of private property for any purpose specified in ORS 226.320 to 226.390 is declared to be done for public use.
