(1) The commission shall certify in writing to the payroll officer of the political subdivision:\n(a) The name of each person appointed or employed in the civil service, stating in each case the title or character of the position held by such person, the salary or compensation assigned, and the date of the beginning of the person’s service.\n(b) Every change occurring in any position held by any person in the civil service.\n(2) The certifications shall be made by the civil service commission annually.\n(3) The commission shall notify any officer or employee of the political subdivision authorizing, drawing, signing, countersigning, issuing or honoring any warrant or order for the payment of salary or compensation to an employee subject to civil service of the names of any persons employed in violation of ORS 242.702 to 242.824 or the regulations established under ORS 242.702 to 242.824.
