For the purposes of this section and ORS 243.854 and 243.855, 'public employee' means officers or employees, classified, unclassified, exempt and nonexempt, of:\n(1) State agencies.\n(2) Community colleges.\n(3) School districts and education service districts.\n(4) County governments.\n(5) City governments.\n(6) Districts as defined in ORS 255.012 and any other special district.
