ORS 250.005 to 250.038 apply to the exercise of initiative or referendum powers:\n(1) Regarding a county measure, regardless of anything to the contrary in the county charter or ordinance.\n(2) Regarding a city measure, regardless of anything to the contrary in the city charter or ordinance.
