(1) Notwithstanding any provision of ORS 254.470:\n(a) A county clerk may apply to the Secretary of State for approval of any procedure to be used in lieu of the secrecy envelope procedures described in ORS 254.470; and\n(b) Upon receiving an application under paragraph (a) of this subsection, the secretary may approve a procedure to be used in lieu of the secrecy envelope procedures described in ORS 254.470 if the secretary determines that the procedure will provide substantially the same degree of secrecy as ORS 254.470.\n(2) A procedure approved by the secretary under this section must comply with the prohibitions set forth in ORS 254.470 (13).
