(1) Subject to ORS 260.705, upon receipt of ballots, the county clerk may:\n(a) Begin opening return identification envelopes of ballots and any used secrecy envelopes of ballots; and\n(b) In accordance with a security plan approved by the Secretary of State under ORS 254.074, begin scanning ballots into a vote tally system.\n(2) The county clerk may take any other actions that are necessary to count ballots.
