(1) A metropolitan service district has full power to carry out the objectives of its formation and the functions authorized pursuant to its charter and to that end may have and use a seal, have perpetual succession, sue and be sued in its own name, and enter into contracts.\n(2) For purposes of its authorized functions, a district may enter into intergovernmental agreements under ORS chapter 190.
