It is declared to be public policy that any building acquired or erected pursuant to ORS 276.005 shall be located and constructed in such a manner that it shall constitute a maximum value investment with emphasis on:\n(1) Structural function and utility of the building.\n(2) Access by the public.\n(3) Resale value of the building.\n(4) Compliance with the public policy of the state as declared in ORS 276.426.
