The council or other governing body of the city, when authorized by vote of the majority of the electors thereof, shall:\n(1) Levy the tax or issue and sell bonds as directed by such vote, not to exceed the maximum amount authorized.\n(2) Purchase a site and erect and thereafter maintain the community house.\n(3) Adopt ordinances regulating and governing the use and occupancy of the community house.
