The Higher Education Coordinating Commission shall request that the Governor include in the Governor’s budget request to the Legislative Assembly for each biennium amounts that are sufficient to pay:\n(1) The costs of loan agreement disbursements during the biennium to public universities for the costs of projects to be financed by the issuance of Article XI-F(1) bonds;\n(2) The debt service due during the biennium for any Article XI-F(1) bonds that have been or will be issued;\n(3) Amounts billed during the biennium by the Oregon Department of Administrative Services, or the commission, under ORS 286A.863 (2); and\n(4) Any bond-related costs associated with any Article XI-F(1) bonds.
